| Background | In the current global economic storm, the aviation industry is bearing the brunt of both the financial squeeze and market shrinkage. With its persistent, “mushrooming” growth, the helicopter and communication market in China is widely recognized as the “hope” for the aviation industry to escape from these difficulties.
The helicopter and general aviation industry is now receiving unprecedented attention in China thanks to the irreplaceable rescue and relief work during the Wenchuan earthquake in 2008. Further support has been injected into the industry to create more reformation and development opportunities. In November 2008, newly merged AVIC set up a helicopter JV and a specialized general aviation company by injecting and reorganizing its existing assets and resources. In addition, CAAC has announced that it will open low-altitude airspace in Heilongjiang and Guangdong provinces as an experiment, aiming to facilitate the application and development of general aviation.
